Cover Story News India Times (April 12, 2025 - April 18, 2025) April 18, 2025 3 26/11 Mumbai Attack Accused Tahawwur Rana Lands In India, NIA Secures Successful Extradition “I Am Glad That Day Has Come”: Marco Rubio On Extradition Of Tahawwur Rana T he man accused in the 26/11 Mumbai attacks, Tahawwur Hus- sain Rana, arrived in India on Thursday April 10, following his extradition by the United States. Senior Advocate Dayan Krishnan and Special Public Prosecutor for NIA, Advo- cate Narender Mann were seen arriving at Patiala House Court in the national capital ahead of Rana being produced before the court. Ahead of Rana’s court appearance, Delhi Police swiftly cleared the court complex. Authorities vacated the premis- es entirely and instructed media person- nel to leave, citing security and safety concerns. No individuals were allowed inside the complex as part of heightened security measures surrounding the event. The decision to restrict access was made to ensure the safety of all involved. The National Investigation Agency (NIA) said it had successfully secured the extradition of Rana, the mastermind of the deadly 26/11 Mumbai terror attacks, after years of sustained and concerted ef- forts to bring the key conspirator behind the 2008 mayhem to justice. According to the NIA, Rana was be- ing held in judicial custody in the US pursuant to proceedings initiated under the India-US Extradition Treaty for his extradition. The extradition finally came through after Rana exhausted all legal avenues to stay the move. The District Court for the Central District of California had ordered his extradition on 16th May 2023. Rana then filed multiple litigation procedures in the Ninth Circuit Court of Appeals, all of which were rejected. He subsequently filed a petition for a writ of certiorari, two habeas petitions, and an emergency ap- plication before the U.S. Supreme Court, which were also denied. The extradition proceedings were initiated between the two countries after India eventually secured a surrender war- rant for the wanted terrorist from the US government. “Rana is accused of conspiring with David Coleman Headley @ Daood Gilani, and operatives of designated terrorist organisations Lashkar-e-Taiba (LeT) and Harkat-ul-Jihadi Islami (HUJI) along with other Pakistan-based co-conspirators, to carry out the devastating terror attacks in Mumbai in 2008. A total of 166 per- sons were killed and over 238 injured in the deadly attacks. Both LeT and HUJI have been declared as terrorist organisa- tions by the Government of India under the Unlawful Activities (Prevention) Act, 1967,” the NIA said. -ANI U S Secretary of State Marco Rubio on Friday, April 11, con- firmed the extradition of Tahawwur Hussain Rana to India, where he will face charg- es for his role in planning the 2008 Mumbai terrorist attacks. Sharing a post on X, Rubio wrote, “We extradited Tahaw- wur Hussain Rana to India to face charges for his role in planning the horrific 2008 Mumbai terrorist attacks.” The post added, “Together, with India, we’ve long sought justice for the 166 people, including 6 Americans, who lost their lives in these attacks. I’m glad that day has come.” Rana, who is among the main accused of the 26/11 Mumbai attacks, was extradited to India from the USA on Thursday. The United States Depart- ment of Justice, in a statement April 10, said, “Rana’s extradi- tion is a critical step toward seeking justice for the six Americans and scores of other victims who were killed in the heinous attacks.” Rana, 64, a Canadian citizen and native of Pakistan, was extradited to stand trial in India on 10 criminal charges stem- ming from his alleged role in the 2008 terrorist attacks in Mumbai, the DoJ statement noted. He is charged with numerous offences, including conspiracy, murder, commission of a ter- rorist act, and forgery, related to his alleged involvement in the 2008 Mumbai terrorist attacks by Laskhar-e-Tayyiba (LeT), a designated terrorist organiza- tion. -ANI PHOTO:ANI PHOTO:X @DRSJAISHANKAR PHOTO:REUTERS Tahawwur Rana Secretary of State Marco Rubio meets Indian counterpart Dr. S.
